Custom Audiences vs Saved Audiences: Data Source or Targeting Definition

In short: Both live inside Ads Manager's Audiences tool, but they solve different problems. A Custom Audience is a set of real people matched from a data source you control - pixel and Conversions API events, a customer list, or on-platform engagement - and it can be targeted or excluded on its own. A Saved Audience is not a list of people at all; it is a stored targeting definition of locations, ages, detailed targeting, and included or excluded audiences that gets recalculated every time an ad set uses it. A reusable Meta targeting definition - locations, ages, detailed targeting, and included or excluded custom audiences - stored so ad sets can apply it without rebuilding it.

It is a saved configuration, not a fixed list of people; membership is recalculated at delivery every time it is used. Teams create them for consistency across many ad sets and for exclusion sets applied everywhere. The recurring problem is drift: a saved audience edited months ago silently propagates into new campaigns, and under Advantage+ audience its interest criteria act only as suggestions.

Do I need a Saved Audience to use a Custom Audience?

No. A Custom Audience can be targeted or excluded directly in an ad set with no Saved Audience involved. You only need a Saved Audience when you want to bundle it with demographics, locations, or detailed targeting and reuse that whole bundle elsewhere.

Why did targeting change across several of my campaigns at once?

Someone likely edited a Saved Audience that those ad sets reference. Because Saved Audiences recalculate live from their stored definition, an edit propagates into every campaign using it the next time it delivers, with no separate notification.

Can a Saved Audience include more than one Custom Audience?

Does Advantage+ audience make Saved Audiences pointless?

No, but it changes their role.
