Should I move a Viewable CPM campaign to Smart Bidding?

Only when the goal changes and the tracking exists. Move to Maximize Conversions without a target first so the campaign can accumulate conversions, then add a target CPA once you know what it actually achieves. Switching straight to a target the campaign has never hit usually collapses delivery.

Does Viewable CPM count as automated bidding?

Not in the way Smart Bidding does. You name the price and it stays where you put it; nothing recalculates per auction from conversion signals. The viewability condition governs whether you are charged, not how the bid is computed. It sits closer to manual bidding with a stricter billing rule.

Can Smart Bidding run on the Display Network?
