Viewable CPM vs Manual CPC: Paying for Views or Clicks
In short: Manual CPC charges you when someone clicks. Viewable CPM charges per thousand impressions that met the viewability standard, whether or not anyone clicks. They are not competing settings for the same campaign: vCPM is a Display awareness buy, and nothing in it optimizes toward clicks or conversions.

Manual CPC
You set the maximum you will pay per click at keyword or ad group level, with no automated adjustment at auction time.
Bids stay where you put them until you change them, which makes spend and position predictable but blind to auction-time signals like device, time of day, and audience. It suits tiny budgets, brand terms, and diagnostic periods when you want to isolate one variable. The mistake is staying manual on a converting account long enough that competitors bidding at auction time take the cheap inventory you cannot see.
Full definitionViewable CPM
Google Display bidding where you pay per thousand impressions that actually met the viewability standard, rather than per thousand merely served.
You set the most you will pay for a thousand viewable impressions, and you are charged only when an impression qualifies. It fits awareness and reach buying on the Display Network where measured exposure is the goal. The misunderstanding is expecting performance from it: nothing in the strategy optimizes toward clicks or conversions, so pairing it with a conversion goal produces disappointing reports every time.

The differences that actually change what happens in your account.
| Manual CPC | Viewable CPM | |
|---|---|---|
| Billable event | A click. | A thousand impressions that met the viewability standard. |
| What you enter | The most you will pay for one click. | The most you will pay for a thousand viewable impressions. |
| Where it runs | Search and Display. | Display. |
| Optimizes toward | Nothing automatically; you steer with bids. | Measured exposure, not clicks or conversions. |
| Wasted spend looks like | Clicks that bounce. | Viewable impressions nobody acted on, which is expected rather than a fault. |
| Right goal | Traffic and response. | Reach and awareness with a viewability floor. |
What actually separates them.
Manual CPC shifts impression risk to Google, since served impressions that never get clicked cost you nothing; vCPM moves that risk to you.
Viewable CPM only bills on impressions that met the viewability standard, which is a stronger buy than plain CPM but still not a performance buy.
Nothing in vCPM predicts or pursues clicks, so pairing it with a conversion goal produces reports that look like failure by design.
Manual CPC on Display can undercount exposure value on awareness campaigns, because impressions that shaped memory are invisible in a click-billed model.
The two are billed on different units, so cost comparisons between them require converting to a common denominator such as cost per site visit or cost per reached user.
Which one should you use?
Use Manual CPC when
- You want site visits from Display and are willing to pay only when one happens.
- Remarketing to a warm audience where response, not exposure, is the point.
- Small budgets where paying for unclicked impressions is hard to justify.
- You need clean click and cost per click reporting for comparison against Search.
Use Viewable CPM when
- A reach or awareness campaign judged on measured exposure rather than response.
- Brand launches where the objective is that a defined audience actually saw the ad.
- Placement quality matters and you want to stop paying for impressions rendered below the fold.
- Media planning that reports in impressions and frequency rather than clicks.
Common questions.
Does Viewable CPM guarantee my ad was seen?
It guarantees the impression met a measurable viewability threshold, meaning enough of the ad was on screen long enough to count. That is a technical standard about rendering, not proof of human attention. It removes the worst category of waste, impressions served far below the fold, without saying anything about whether the viewer registered the ad.
Can I run Viewable CPM on Search campaigns?
No. It is a Display buying model. Search results are billed on clicks, and the strategies available there are the click and conversion based ones. If a Search campaign needs a visibility rather than a response goal, target impression share is the equivalent lever, and it still bills per click.
Which produces cheaper conversions on Display?
Manual CPC usually looks better on cost per conversion because you pay only for responders, but that comparison flatters it, since vCPM was never trying to buy conversions. If conversions are the goal on Display, neither is the strongest option: a conversion based automated strategy prices auctions by predicted outcome instead.
Or stop choosing between them.
