Meta Business Manager
By the AdFlint research team · Last reviewed November 2026
The ownership and permissions layer that holds ad accounts, Pages, pixels, catalogs, and the people or agencies granted access to them.
Now surfaced as business settings inside a business portfolio, this is where assets are claimed, partners are added, payment methods live, and roles are assigned. You set it up once, then work daily in Ads Manager or Business Suite. The classic error is letting an agency create the portfolio or ad account: ownership sits with them, and reclaiming a Page, pixel, or spend history afterward is slow and sometimes impossible.
Key takeaways
- Meta now calls this layer a business portfolio, a container for Pages, Instagram profiles, ad accounts, catalogs, and the people with access.
- Each business asset can belong to only one portfolio, and one person can personally create up to two.
- Create the portfolio yourself and add agencies as partners, so you keep ownership.
- Review people, partners, and assets regularly, and remove access that is no longer needed.
In practice.
Meta Business Manager is the account layer that owns your advertising assets and decides who can touch them. Meta's current help articles use the term business portfolio, described as a container that holds an organization's business assets, such as Facebook Pages, Instagram profiles, and ad accounts, along with the people who have access to them. In practice, many advertisers still say Business Manager. It is not where you build ads. It is where ownership, permissions, partners, and payment details sit. Meta also notes that features can be limited on new portfolios until requirements are met. Set it up once, early, and keep the login details with more than one trusted person.
Meta's instructions for creating one: log in at business.facebook.com with a Facebook profile or managed Meta account, open the dropdown below Home, choose Create a business portfolio, and enter a name that matches the public name of your business, since it is visible across Meta. The name cannot contain special characters. If you use a Facebook profile, you also enter your name and business email and confirm by email. Meta states you can personally create up to 2 business portfolios, with no limit on how many you can belong to. After creation you can add a Page, an Instagram profile, an ad account, an app, and a Meta Pixel. A business asset can belong to only one portfolio.
The portfolio connects to everything else. Ads Manager reads its ad accounts from it. Events Manager datasets and pixels are assets inside it. Catalogs and Pages sit there too. You can add people from your organization and assign them access to specific assets, and add partners such as agency staff. Meta notes that when you create a new portfolio or ad account you may not have access to every advertising feature, and that Business Support Home shows what you can use. The structure matters later: if a Page or pixel is owned by a personal profile or another business, moving it is hard.
The classic error is letting an agency or freelancer create the portfolio or ad account. They then own the Page, pixel, and spend history, and getting them back can be slow or impossible. A second is giving everyone full control when a role with narrower access would do. A third is creating duplicate portfolios and splitting assets across them, since each asset belongs to only one. A fourth is using a name that does not match your public business name. And a fifth is skipping security: use two-factor authentication for everyone with access, and remove people when they leave. Document who holds admin rights in a shared note outside Meta so recovery is possible if someone leaves.
This week, audit your portfolio. Check that you, the business owner, are an admin on the portfolio, not only the agency. Review the list of people and partners and remove anyone who no longer needs access. Confirm your Page, Instagram account, ad account, pixel or dataset, and catalog all appear as assets of one portfolio. Check that payment methods are set on your ad account and that billing emails go to a person you control. If an agency runs your ads, add them as a partner with only the assets they need, not as an owner of your assets. Repeat this check every quarter and whenever staff or agencies change. Write down the portfolio ID in your records, since support and partners often ask for it.
Restaurant reclaims its assets
Suppose a restaurant group hired an agency two years ago, and the agency created the ad account and pixel inside its own portfolio. Over those 24 months the restaurant spent $48,000 on ads, or $2,000 a month. When it ends the contract, the agency still owns the pixel, and 24 months of event history and custom audiences go with it.
The restaurant now creates its own business portfolio, adds its Page and Instagram account, creates a new ad account and pixel, and invites the next agency as a partner with access to only the ad account and pixel. The numbers are made up. The rebuild takes about 6 weeks of low-quality retargeting while audiences refill, a cost the owner estimates at roughly $1,500 of wasted spend, and the lesson is to own the assets from day one.

The settings this gets confused with, and how to tell them apart.
Common questions.
Is Meta Business Manager the same as a business portfolio?
Meta's help center now uses business portfolio for the container that holds your Pages, Instagram profiles, ad accounts, and the people who have access. Many advertisers still call it Business Manager.
How many business portfolios can I create?
Meta says you can personally create up to 2 business portfolios, and there is no limit on the number of portfolios you can belong to.
Can an asset belong to more than one portfolio?
No. Meta says business assets can only belong to 1 business portfolio.
Should my agency create my business portfolio?
No. Create it yourself and add the agency as a partner with limited access. That way you keep ownership of the Page, pixel, and spend history if you part ways.
