Enhanced CPC
Legacy Google setting that raised or lowered manual bids at auction time based on conversion likelihood, now retired for Search and Display.
eCPC sat between manual and fully automated bidding, nudging your max CPC on each auction. Google wound it down and moved Search and Display campaigns onto Manual CPC, so campaigns still labeled eCPC in older exports no longer receive the adjustment. If a strategy document still references it, the current equivalent is Maximize Conversions with or without a target CPA, not a manual bid with a multiplier.

You set the most you will pay for a thousand viewable impressions, and you are charged only when an impression qualifies. It fits awareness and reach buying on the Display Network where measured exposure is the goal. The misunderstanding is expecting performance from it: nothing in the strategy optimizes toward clicks or conversions, so pairing it with a conversion goal produces disappointing reports every time.

What actually separates them.
eCPC only charged on clicks, so unviewed and unclicked impressions were free; vCPM charges for qualifying exposure whether anyone acts or not.
Nothing in vCPM predicts clicks or conversions, so it cannot be a replacement for a conversion weighted setting like eCPC.
eCPC has been wound down and those campaigns run Manual CPC, so on Display the live comparison is Manual CPC against vCPM.
Comparing the two on cost per conversion always flatters the click billed option, because only one of them was ever trying to buy conversions.

Use Enhanced CPC when
- Reading Display performance history from the period before migration.
- Auditing a plan that still names eCPC on Display campaigns.
- Explaining why a Display campaign's bid strategy label changed by itself.
- Not a live setting; there is nothing to configure.
Use Viewable CPM when
- A reach or awareness campaign judged on measured exposure rather than response.
- Brand launches where the requirement is that a defined audience actually saw the ad.
- You want to stop paying for impressions that render out of view.
- Planning and reporting run in impressions and frequency rather than clicks.
Common questions.
Is Viewable CPM an alternative for Display campaigns that lost eCPC?
Only if the goal changed to awareness. eCPC was conversion weighted, and vCPM does no outcome optimization at all. Display campaigns migrated off eCPC now run Manual CPC; if you want auction-time conversion intelligence back, move them to Maximize Conversions rather than switching the billing unit.
Does Viewable CPM cost more than click bidding?
The units are not comparable without conversion. Under vCPM you pay for qualifying exposure regardless of response; under click billing you pay only for responders. To compare, convert both to a common downstream measure such as cost per site visit, and accept that awareness buying will look expensive under any response based yardstick.
What does viewable actually mean here?
It means the impression met a measurable rendering threshold, with enough of the ad on screen for long enough to count. It filters out the worst category of waste, ads served far below the fold that no one could have seen, but it is a rendering standard rather than evidence that the viewer registered the ad.
