It is the correct default for any store with real sales volume, since every shallower event is a proxy. Conversations optimization counts a result the moment a message is sent, with no requirement that the business ever replies, while Purchase only counts a result once money has actually changed hands.
A Conversations campaign can report strong, cheap results while generating zero revenue if the messaging inbox is not staffed, a failure mode Purchase optimization cannot produce by construction.
Purchase carries a transaction value that flows into ROAS and value-based bidding; Conversations carries no value signal unless you build a separate scoring system to send back.

Common questions.
Why do I have lots of Conversations results but no sales?
Meta counts a result the instant someone sends a first message, regardless of whether your team ever replies or the conversation goes anywhere, so a healthy result count can coexist with an unstaffed or slow-to-respond inbox. Check response time and follow-through before assuming the campaign is broken - the ad delivery did its job, the conversion happened at a step the metric does not measure.
Can Conversations optimization pass a value back to Meta the way Purchase does?
Not by default - a conversation has no inherent transaction value, but some advertisers send a downstream event, like a qualified conversation or a booked appointment, back through the Conversions API to give the algorithm a better signal than raw message counts. Without that extra step, the algorithm only ever learns to find people willing to type the first message.
Should I run Purchase optimization instead if my chat leads eventually buy?
Only if the actual purchase happens through a trackable checkout event with enough weekly volume; if the sale closes through a private conversation with no pixel-visible transaction, Meta has nothing to optimize toward and Purchase optimization will not have the signal it needs. In that case, stick with Conversations, or build a downstream qualified-lead event to improve the signal instead.
