In short: Cold audiences need no history with your brand at all - they're built from non-history signals like affinity or in-market segments, so they can launch on day one. Remarketing needs the opposite: an existing list of tagged visitors or uploaded contacts, so it can never be a day-one channel. Cold Audiences

People with no prior interaction with your brand - no site visit, no engagement, on none of your lists - reached before any relationship exists.

You define them by exclusion: strip customer lists, site visitors, and engagers out of an ad set, and what remains is cold. Creative has to do the introduction, so hooks and proof matter more than offers or urgency. The common mistake is running cold traffic straight to a bottom-funnel offer, then blaming the audience when conversion rates come back poor.

Google's term for advertising to people who previously visited your site, used your app, or engaged with your content, and sometimes stretched to cover lifecycle email.

Inside Google Ads it names the whole family of visitor-based tactics: remarketing lists, RLSA on Search, dynamic remarketing against Shopping inventory. Functionally it is the same posture as retargeting on Meta; the split is vocabulary, not mechanism, though marketers outside advertising often use remarketing for lifecycle email too. Assuming the two words denote different techniques produces confused briefs and duplicated audiences.

Common questions.

Are Google's Similar Audiences coming back?

Not in their original form. The broad Similar Audiences feature, which could expand any remarketing list into a lookalike audience across Display and other campaign types, was sunset in 2023 and hasn't returned platform-wide. Google has since introduced Lookalike segments inside Demand Gen campaigns, which do a comparable job - building a cold audience from a remarketing or Customer Match list as the seed - but that capability is scoped to Demand Gen rather than available everywhere Similar Audiences used to work.

Can I still turn a remarketing list into a lookalike audience?

Yes, through Lookalike segments inside a Demand Gen campaign - set a remarketing or Customer Match list as the seed and Google builds a similar cold audience from it. That replaced the old Similar Audiences feature, which covered more campaign types before Google sunset it in 2023; outside Demand Gen, you're back to building a cold audience from affinity or in-market segments instead.

Why can't I activate my remarketing list yet?

Platforms enforce a minimum list size before they'll let you target it, so a new site or a narrowly scoped list, like one specific product page, often hasn't accumulated enough tagged visitors. Broadening the list's scope or lookback window is the usual fix while it builds up.

Is a cold audience the same as a lookalike audience?

A lookalike or similar-style audience is one specific way to build a cold audience, modeled on an existing list's characteristics, but cold audiences also include interest and in-market targeting that isn't derived from any list at all. All lookalikes are cold audiences; not all cold audiences are lookalikes.
