Delivery is trained on your lead event, so form submissions are what the auction chases. Instant forms fire the event natively; website forms require the pixel or Conversions API to report it reliably. Most advertisers get volume and then complain about quality, but Meta optimized exactly for what you told it to count. Send back a qualified-lead or booked-call event so the model learns which submissions are worth buying.
